HOURS: Full Time – 40 Hours Weekly - As assigned
SUPERVISOR: CFO
POSITIONS SUPERVISED Junior Accountant, Accounts Payable Specialist, Property Manager, Courier

The Accounting Controller responsibilities play a crucial role in the effective and smooth running of the organization, as well as its financial health. The responsibilities are comprised of managing the overall functions of the accounting department staff in a manner that insures efficiency, consistency and compliance with policies and procedures. All processes will be performed as identified in Board policies and procedures, GASB regulations, Corporate Compliance and HIPAA policies, and in compliance with all applicable laws.
DUTIES AND RESPONSIBILITIES:
• Area of responsibility: staff supervision. (Examples of tasks: supervises per MHC policies; performs Staff Evaluations; assists in recruitment; trains staff; conducts staff meetings; acts on leave requests and insure adequate departmental coverage; exercises progressive discipline as needed; motivates staff to meet goals and objectives of the Business Unit and individual performance expectations, conducts meetings with accounting staff to insure communication of pertinent information, policies and processes.)
• Area of responsibility: Assists CFO with maintaining Board fiscal operations that are efficient and meet applicable standards, policies, and contractual obligations. (Examples of tasks: assists in establishing financial policies, procedures and internal controls; monitors and enforces financial policies, procedures and internal controls; insures that processes are followed by all staff (purchasing, petty cash, accounts receivable, accounts payable, property management); provides status of financial condition of organization by collecting, interpreting and reporting financial data; monitors cash flow, reviews and approves entries made by accounting department staff.)
• Area of responsibility: Prepares monthly financial reports. (Examples of tasks: performs month end procedures, prepares and enters necessary journal entries, reconciles balance sheet accounts, reviews financials for accuracy and corrects as necessary, provides CFO with explanations for variances between actual and budgeted line items.) • Area of responsibility: Maintain accounting systems for the Mental Health Center, Foundation, The Village and Morgan County MH Authority in accordance with applicable Federal and State Standards and Foundation policies and needs. (Examples of tasks: performs configuration changes and security updates within the software as necessary). Controller maintains knowledge of GASB standards and other pertinent legislation, studies new standards and legislation to ensure organization continues to be in compliance, and advises CFO on needed actions.)
• Area of responsibility: maintains knowledge of Alabama Department of Mental Health standards and regulations, as well as pay source rules and regulations to insure staff understand those and stay in compliance with them. • Performs other related duties as required. (Related duties as required are duties which may not be specifically listed in the duties and responsibilities description, but are within the general occupational series and responsibility level typically associated with the employee’s class of work.)

MINIMUM QUALIFICATIONS:
• Education: Bachelor’s degree in Accounting, Business or Finance.
• Certificate/Licensure: None.
• Experience: Five years as accountant with duties as described herein.
• Skills: Requires high proficiency with computer, accounting software, and Microsoft Office applications; ability to manage multifaceted duties with relatively little supervision.

ADDITIONAL PREFERRED/DESIRED QUALIFICATIONS: Two years experience in a mental health related agency or supervisory position.

MINIMUM EXPECTATIONS • Must be able to follow organization policies and procedures.
• Employees will be screened for tuberculosis prior to initiation of duties. Annual screening thereafter will occur only if there has been known exposure or evidence of ongoing tuberculosis transmission
• Must be able to manage multifaceted duties with relatively little supervision.
• Must be able to manage fiscal and personnel resources and supervise staff effectively.
• Must practice positive guest relations and excellent customer service.
• Must be able to work in a cooperative manner with co-workers, supervisors and other staff in the organization.
• Must carry out those administrative functions that enable the clinical and medical units to meet their performance goals.
• Must work the days and hours necessary to perform all assigned responsibilities and tasks. In addition, must be available to communicate with supervisors, clients, vendors and others in the organization with whom interaction is required to accomplish work and project goals.
• Must be punctual and timely in meeting all requirements of performance, including but not limited to, attendance standards, work deadlines, and beginning and ending assignments on time.
